Emergency Financial Aid Grants to Students

Section 18004(e) of the Coronavirus Aid, Relief, and Economic Security Act (“CARES Act” or the “Act”)), Pub. L. No. 116-136, 134 Stat. 281 (March 27, 2020), directs institutions receiving funds under Section 18004 of the Act to submit (in a time and manner required by the Secretary) a report to the Secretary describing the use of funds distributed from the Higher Education Emergency Relief Fund (“HEERF”). Section 18004(c) of the CARES Act requires institutions to use no less than 50 percent of the funds received from Section 18004(a)(1) of the CARES Act to provide Emergency Financial Aid Grants to students for expenses related to the disruption of campus operations due to coronavirus (including eligible expenses under a student’s cost of attendance such as food, housing, course materials, technology, health care, and child care). On April 9, 2020, the Department published documents related to the Emergency Financial Aid Grants, including a letter from Secretary Betsy DeVos, a form Certification and Agreement for signing and returning by institutions to access the funds, and a list of institutional allocations under 18004(a)(1).

The Certification and Agreement directs each institution applying for HEERF funds to comply with Section 18004(e) of the CARES Act and submit an initial report (the “30-day Fund Report”) to the Secretary 30 days from the date of the institution’s Certification and Agreement to the Department. The Department will provide instructions for providing the required information to the Secretary in the near future. In the meantime, each HEERF participating institution must post the information listed below on the institution’s primary website. The Department would like to receive the most current information from the date when the institution received its allocation for emergency financial aid grants to students. Accordingly, the following information is being provided to comply with the “30-day Fund Report” and will be periodically updated at minimum, every 45 days thereafter:

1. Florida Academy of Health & Beauty acknowledges that it has signed and returned to the Department the Certification and Agreement and provides assurance that it intends to use no less than 50 percent of the funds received under Section 18004(a)(1) of the CARES Act to provider Emergency Financial Aid Grants to students

2. The total amount of funds that the institution has received from the Department pursuant to the institution’s Certification and Agreement for Emergency Financial Aid Grants to students is $68,983.00.

3. The total amount of Emergency Financial Aid Grants distributed to students under Section 18004(a)(1) of the CARES Act as of July 12, 2020 is $0.

4. The estimated total number of students at the institution who are eligible to participate in the Federal student financial aid program under Section 484 of the Higher Education Act of 1965m as mended, and thus are eligible to receive Emergency Financial Aid Grants to students under Section 18004(a)(1) of the CARES ACT is 40.

 5. Less than 10 students  have received an Emergency Financial Aid Grant to students under Section 18004(a)(1) of the CARES Act

 6. The method used by the institution to determine which students receive Emergency Financial Aid Grants and how much they would receive under section 18004(a)(1) of the CARES Act is as follows:

In consideration of establishing a maximum funding threshold to ensure that these funds are distributed as widely as possible, while being mindful of each student’s socioeconomic circumstances in the staging and administration of these grants, each CARES Grant Award will be distributed to all Title IV eligible students who have experienced unexpected hardship due to circumstances surrounding COVID-19.  In addition, students who (1) do not meet academic progress standards; (2) are in default on a federal student loan or owe any refund relating to a federal student grant; (3) are without a high school diploma, GED certification, or recognized equivalent or exception; or (4) are in programs that are not Title IV-eligible programs will not be eligible for CARES ACT funding.

 Eligible students will be required to complete an Economic Hardship Application. At the receipt of the application, the committee, consisting of the institutions President, Chief Administrator and Financial Aid Representative, will consider the information provided in the application. In addition, the committee will take into consideration all information already on record with the institution such as the student’s dependency status, family size, expected family contribution, unmet financial need, program length, satisfactory academic progress, attendance and expected completion date. After all factors are reviewed, the committee will determine the amount of each individual emergency financial aid grant consistent with all applicable laws including non-discrimination laws.

The maximum amount of emergency need-based grant shall not exceed $3,000.00, to be disbursed in 3 monthly disbursements only while the student is actively enrolled and eligible.  The commitment to disburse funds is contingent upon active participation and progress in class. In the event that a student fails to meet all academic or attendance requirements, all pending estimated disbursements will be forfeited and the institution will use those funds to make additional grants to other students In addition, a student who is awarded an emergency need-based grant but who subsequently leaves the Institute will not be entitled to any grant payments after the student’s last date of attendance.

Students have been given instructions on how to complete the Florida Academy Economic Hardship Application. Upon review of the completed application, the committee will complete a consultation with each student explaining the funding approved amount and disbursement schedule. At the completion of the consultation, the student will sign the CARES ACT EMERGENCY RELIEF AWARD NOTIFICATION and await the release of their disbursement. The emergency financial aid grants will be distributed by checks made payable to the students.
